              Sub:- Tamil Nadu Civil Service-Deputy Collectors and District  Revenue
                       Officers-Affixing* T.C. S.* Behind their names-Orders-Requesting of

                        2. Tamil Nadu Civil Service Association (Deputy Collectors and Districts Revene   
                      Officers) Representation dated 14-10-2008.



This is our representation, for issue of orders for affixing T.C.S.(Tamil Nadu Civil Service) behind their names of the Deputy Collectors and District Revenue Officers, in continuation our representations 1st and Second cited. In this connection, we wish to bring to the kind notice of the Govt. that Deputy Collectors and District Revenue Officers are the Civil Service Officers. Our Association i.e. Civil Service Association, Chennai is a recognized Association by the Government of Tamil Nadu as per their Orders issued in G.O. 1492 Dated 20-5-1947. We belong to Revenue Administration Disaster Management and Mitigation Department. The Officials of the Revenue department alone are contacting Public in all issues including for their basic rights.


2.    District Revenue officers are the Civil Service Officers. They are the District Heads pertaining to Revenue Matters, Civil Supplies, and Excise etc. They are the District Officers for Land Acquisition for regular, Adhi Dravida welfare Back ward Classes, Most Backward classes welfare, Private persons, Private Institution & NHAI etc.  In respect of Law & Order, they are Additional District Magistrates. They are the Appellate Authorities pertaining to the revenue matters for which orders passed from independent Deputy Tashildars to Deputy Collectors. During the period of leave by the collectors and at the time of the post of the Collectors is vacant District Revenue Officer is placed in additional charge of the Collector. They are conducting Taluk level mass contact programs and grievance day meetings. They review performances with other department officials pertaining to Land Acquisition etc. They are the Licensing authority under various Acts and regulations. If they go to Villages ,the general public and as well as from all quarters are having much respect and regard on them .They are the Returning officers for Lok Sabha Constituencies, They are attending Law and Order problems daily as Additional District Magistrates-Frequently they under take raids pertaining to Civil Supplies, Mines and Minerals Excises etc. During natural calamities they are supervising works of their subordinates for their entire Districts. While working in other Departments in Medical, text Book Committee, T.W.A.D Board, Civil Supplies, Excise, T.N.C.S. Corporation, Tamil Nadu Sugar Development Corporation, they are having much respect from other Departments and corporation Officials.


2.2     Deputy Collectors are also Civil Service Officers. They have to supervise the work of the subordinates from basic level employees. Public are having much respect on them. They are empowered to conduct and announce election results for panchayat union Chairman and M.L.As. For each Revenue Division, there are 2 or 3 posts of Deputy Superintendent of police to look after law and order and other duties pertaining to their Sub Divisions and where as for the entire One Revenue Division, only one Deputy Collector is looking after the entire Division. and they are functioning as Sub Divisional Executive Magistrates relating to Law and Order problems. Thus the posts of Deputy Collectors are possessing vast powers in all matters pertaining to their respective Divisions. The same trend is existing for all district level posts of Deputy Collectors. They are conducting Mass contact programme and grievance day meetings. They are getting grievances from the public and they redress their Grievances. All Department officials are having much co¬ordination. As Sub Divisional Magistrates they are empowered to enquire under Section 107 to 110 and 143 to 145 of IPC criminal Procedure Code. They are appellate authorities in so many issues. In certain cases after pronouncing judgments by the Sub Divisional Executive Magistrates, appeals against their orders lie only in the Honorable High Courts.


3.    Thus the District Revenue Officers and Deputy Collectors are the most important officers in redressing Law and Order, Public grievances etc and the public and as well as from all quarters are having much respect on these Officers. So, the posts of District Revenue Officers and the posts of Deputy Collectors are to be given much PROMINENT.


4.    In Karnataka and Maharashtra States, these State Governments have already issued orders for affixing M.C.S.(Maharashtra Civil Service) in Maharashtra State and K.C.S.( Karnataka Civil Service) in Karnataka State .behind the names of these officers. In this connection, we are to bring to the kind notice of the Government, that there is no Financial Commitment to the Government for accepting and Issuing orders on this request.

5.    We request that our request may kindly be considered favorably and orders issued for affixing *T.C.S.* behind the names of the Deputy Collectors and District Revenue Officers early since this request Involves no financial commitment to the Government,
